In Mexico City and 18 municipalities of State of Mexico, the Hoy No Circula program imposes traffic restrictions on cars with blue stickers ending in 9 or 0 on Fridays to reduce pollution levels.

The Hoy no Circula program is in effect in 18 municipalities of the State of Mexico and in all boroughs of Mexico City. On Fridays, the circulation of vehicles with blue stickers and plates ending in the numbers 9 or 0 is prohibited, aiming to reduce pollution levels generated by automobiles.

The restrictions apply from 05:00 to 22:00 hours for these specific vehicles. In case of non-compliance, the Traffic Police of Mexico City is authorized to sanction offending drivers. Fines can amount to 919 pesos or 1,833 pesos, depending on the cost of towing the vehicle to the impound and other established regulations.

"Moreover, sanctions can be evaded if there is proof of an urgency to circulate," highlighted an official source. The municipalities of the State of Mexico where this restriction applies are: Atizapán, Coacalco, Cuautitlán, Cuautitlán Izcalli, Chalco, Chimalhuacán, Chicoloapan, Ecatepec, Huixquilucan, Ixtapaluca, La Paz, Naucalpan, Nezahualcóyotl, Nicolás Romero, Tecámac, Tlalnepantla, Tultitlán, and Valle de Chalco.

In Mexico City, the Hoy no Circula applies in all boroughs, including Álvaro Obregón, Azcapotzalco, Benito Juárez, Coyoacán, Cuajimalpa, Cuauhtémoc, Gustavo A. Madero, Iztacalco, Iztapalapa, Magdalena Contreras, Miguel Hidalgo, Milpa Alta, Tláhuac, Tlalpan, Venustiano Carranza, and Xochimilco.

The program also establishes restrictions for other vehicles on specific days. For instance, automobiles with plates ending in 1, 3, 5, 7, and 9, along with hologram 1, are prohibited from circulating on the first and third Saturday of each month. Meanwhile, those with endings 0, 2, 4, 6, and 8, must comply with the restriction on the second and fourth Saturday, from 5 in the morning to 10 at night.

Vehicles with hologram 2 or foreign plates cannot circulate on Saturdays from 05:00 to 22:00 hours. Similarly, foreign cars also have circulation limitations during the week at specific times. There are exceptions for specific vehicles such as agricultural tractors, motorcycles, emergency units, electric vehicles, school transport, or those driven by persons with disabilities, among others.
